Operation Safe Domain III was officially launched on August 5 at the Maritime Coordination Centre (MMCC) Zone E Conference Centre in Cotonou, Benin Republic.
The five-day programme tagged: ‘Protecting the Blue Economy of ECOWAS Zone E through Maritime Security Collaboration’, was aimed at fortifying the blue economy of ECOWAS Zone E through unprecedented maritime security collaboration.
Threats The Director of MMCC Zone E, Commodore Aniedi Aniedu Ibok highlighted the pressing need for collective action against the multifaceted threats plaguing the region’s maritime domain. According to Ibok: “These include sea robbery, piracy, IUU fishing, and various forms of trafficking and smuggling, which have stifled economic growth.”
He further noted: “The Operation Safe Domain III seeks to revolutionise maritime security by pooling resources, enhancing capacity, and fostering cooperation among member states and international partners.
“The operation’s objectives are to combat maritime crimes through equipment, training, and intelligence sharing; to promote information exchange and cooperation; and to create a secure environment for maritime commerce, thereby boosting trade and economic growth.”
Commodore Ibok, highlighted the operation’s achievements and emphasised the importance of harmonising communication systems and involving Maritime Operational Centres (MOCs) in future operations. He announced plans for a conference to enhance interoperability among operators.
Investment facilities
The Commanding Officer of DB Abuja, Captain Udo Essien, noted the operation’s overall success despite communication challenges and technical disruptions.
He recommended continued investment in advanced surveillance technology, strengthening communication infrastructure, and regular joint exercises to improve maritime security.
The operation, he said: “Showcased effective utilisation of assets, platforms, and personnel from participating nations: DB Abuja, NNS Kano, BNS Alibori and TNS Agou conducting various maritime operations.”
He further noted: “The major lessons learned included the importance of enhanced coordination, real-time intelligence, and early planning.”
Commendation
Nigeria’s Chief of Naval Staff, Vice Admiral Emmanuel Ogalla, who was represented by the Flag Officer Commanding (FOC), Western Naval Command (WNC), Rear Admiral Mustapha Hassan, spotlighted the operation’s goal of enhancing maritime safety and security across the Gulf of Guinea.
“Operation Safe Domain III stands as a testament to the power of collaboration and a beacon of hope for a safer, more prosperous maritime future in ECOWAS Zone E,” he said.
The Special Guest of Honour, Minister of National Defence, Republic of Benin, Mr. Fortunet Alain Nouatin, who was represented by the Minister of the Cabinet, National Defence Republic of Benin, Brigadier General Sanni Bachabi, commended the collaborative efforts that made Operation Safe Domain III possible.
He wished the participants success in achieving the exercise’s objectives. The event drew a distinguished gathering of senior and very high ranking personalities within the maritime sector. The roll call include; Ministers, Ambassadors, and Chief of Naval Staff (CNS) of participating countries.
The closing ceremony, which was very colourful and entertaining to behold, took place on August 9 at the Naval Base Jetty in Cotonou, Benin Republic. The ceremony concluded with gift presentations and group photographs.
The Operation Safe Domain III demonstrated the commitment of Zone E member states to enhancing maritime security in the region. The five-day exercise may have come to an end; however, it marked the continuation of the joint operation, which is aimed at securing the maritime domain and to combat maritime threats in Zone E member states.
