Recognizing the potential resistance to urban renewal initiatives, the Plateau State Government engaged in extensive stakeholder engagement and public awareness campaigns before implementing Executive Order 003. This proactive approach ensured citizens and stakeholders understood the rationale behind the reforms, enabling them to buy into the initiative.

The Executive Order introduces measures to regularize building constructions, control traffic congestion, and preserve public infrastructure.
